[ARCHIVED] Proposed Mooring Regulation Changes

The Harbormaster's Office is proposing changes to the Hingham Anchoring and Town Pier Regulations ("Mooring Regulations"). You can read the proposed regulations at https://hpd.org/225/Waterway-Regulations.

 

The changes are primarily wordsmithing relating to definitions, the mooring/docking permit process, mooring gear specifications, and the procedure for evacuating the Inner Harbor during a dredging season.

 

Substantive changes of most interest are to Section 15 World's End Mooring Field as follows.

    Only one Mooring Permit per person;

    Limiting tying or rafting on moorings to a maximum of three boats;

    Anchoring allowed only with a current Hingham Mooring Permit; and

    No rafting at anchor.

 

In 2019, the Harbor Development Committee voted to support the proposed changes. On April 16, 2020, the Harbormaster conducted a public meeting, where the proposed changes were discussed in depth for three (3) hours. Section 9, Anchoring and Section 15, World’s End Mooring Area occupied most of the conversation during the April 16, 2020 public meeting. The proposed changes were presented to the Select Board, on or about May 26, 2020. Since these presentations, the Harbormaster further reviewed and revised the Mooring Regulations, taking into considerations comments received during the public process. 

 

These will be presented to the Select Board in the coming weeks. Adoption of the proposed Mooring Regulations will replace any previous Mooring Regulations including the Special Regulations adopted in 2020, which are presently in effect.
